For years I've been waging a battle against the abusive use of "Emergency No Parking" signs by utilities and District Government contractors. We did get a law requiring the users of these placards to identify, on the signs, who is responsible for them, with contact numbers:
DCMR 18, 2407.25 Signs prohibiting or reserving parking shall be
consistent with the design approved by the Director and shall display
the following:
(a) Sign number;
(b) Name of the issuing agency;
(c) Contact name and telephone number;
(d) Duration of the parking reservation or prohibition;
(e) Hours of the parking reservation or prohibition;
(f) Specific person or entity permitted to park in the location, if applicable; and
(g) Such other information as is required by the Director.
New no-parking posters have lines for this information, so if you need such a poster, you'll get one requiring the above data. But many contractors and utilities have scads of the old posters. Lately a batch have shown up on the 1800 block of Kilbourne Place. I protested to DDOT, and CM Graham, and DDOT has promised to send out an inspector and begin enforcing this requirement (on the books since 2006). CM Graham endorsed this action: "Agreed, we have been pressing for this."
We'll see.
