There is a dark sedan with two guys sitting in it, engine running that's been there for the last 30 minutes. It would not move even when someone tried to enter the alley at that entrance. I tried calling 311 and then an old number I found for the substation. Is there another number I can call, to report this (non-emergency, but strange) to the police?

Don't hesitate in such situations: call 911. The non-emergency 311 gets you city services, not the police. -- Jack
