Twice this past week, a strange (perhaps drunken) man has shown up between 3:00 and 4:00 a.m., ranting and raving incoherently at the top of his lungs. His voice echoes up and down the street, waking up my girlfriend and I. He is not passing by or moving on. He paces back and forth, just yelling and yelling. We have dealt with this annoyance by turning on a fan to create white noise. However, it is becoming apparent that he is focusing on a certain house/area, and we are concerned that this might go on in perpetuity.
Can we call the cops? 311? Has this disturbed anyone else? I'm not exactly a light sleeper and it wakes me up every time. |

Pete, we must be neighbors - I was just thinking about asking this very question! 17th is very strange sometimes, it seems like a magnet for late night shouters and middle of the night oddities.
I thought for a while this guy was drunk - he was around a few months ago and he's been back quite a bit recently. Now I think he's just being obnoxious and making it up.. Well sometimes he's drunk ... either way wakes me up every time.
I heard someone talking to him this morning and he shut up, or moved on but I was too beat to look out.
The police periodically do more frequent patrols on 17th, and I think now would be a great time for them to do so again. Spring gets everyone riled up. |

| Same thing has been heard on Adams Mill and Harvard St. Not sure if it's the same guy. I used to think it was someone out for a late night stroll from the city run building at Harvard and Adams Mill but I'd like to think the orderlys wouldn't allow that. Are there any halfway houses or things of the sort in the neighborhood? For the record the man does move along. Just very slowly. So it seems to take forever for him to move off into the distance. But he eventually trails off. I guess on his way to 17th street... |

| I left for work around 5:30 am one day last week and he was in front of my building on Kenyon near 17th and he was definitely drunk at the time. I could see him swaying back and forth as he was standing there. He had woken me and my girlfriend up at about 5 shouting about "not having it" and it "not his fault". From his accent, I think he is East African. |
