The fire hydrant at 19th and Park is placarded "Out of Service." How might one learn when (or if) that hydrant will be returned to service?

I see that WASA entered a Memorandum of Understanding last year (http://www.dcwatch.com/wasa/071025.htm), which obligates that authority to "strive" to repair any out of service hydrant within 5 business days or replace it within 10.

I don't know what "strive" means in that document, but I believe that the out of service sign on this hydrant has been in place for more than 10 business days.
