I just observed one of the the 18th and Monroe Street Crew selling drugs on the staircase leading up to the alley off 19th Street between Park and Monroe at appx 7pm. It is the dealer we called "little lomax" in the past. He is wearing a white shirt with a black design and jeans. He is african american, about 5' 10" 160 with dreads. I called 911 after I passed the steps. Walking up Monroe I observed other members of the crew hanging out on the street with white shirts on. In the past when these dealers operated in Park Road Park they put on white shirts when they were selling. When I got back up to 18th street I saw little lomax coming out the other end of the alley and headed back towards his pals hanging out on 18th.
Those of you who live nearby would be well advised to watch these folks and call the police.
It is difficult for me to understand why MPD is unable to arrest and prosecute these notorious and well known drug dealers who operate in our neighborhood with near impunity. |

We have laws that govern how we arrest individuals for narcotics sells. We have to see them making a transaction to arrest them. We take the lookouts and other information that is given to us and build probable cause to make arrest. We use several techniques to make arrest they are
• Observation Post which is autos parked in an area to watch individuals selling or hiding a stash. Looking out of citizen’s houses or garages to observe individuals selling and buying. Walking by at the time of a sell.
• Undercover officers or special employees, makes a buy from the individuals. Then we send in arrest teams to lock them.
• We make buys from a house then apply for a search warrant.
• With a lookout given by a citizen we stop individuals and identify them.
• The foot officers will start harassing and identifying individuals on a daily basis to make it uncomfortably for the individuals hanging out in the area.
The PSA officers and Vice Unit will use these tactics to arrest these individuals selling narcotics in Mt. Pleasant.
We are aware that they are actively engaging in sales again in Mt. Pleasant and we will step up our efforts to stop this from escalating. |

Thanks for your response. Please let us know how we can help with calling in etc. and what type of information regarding the dealers is most useful in terms of helping your enforcement. I, like many neighbors, am ofter around the neighborhood on foot and bike and am well acquainted with these guys. I will also note, as pointed out in another thread, there do seem to be some new "recruits" this year.

Every one can help by being our eyes on the street. Information that will be helpful is the times, for example between 4pm and 8 pm are helpful. If someone can track the thugs schedule. We can use the descriptions of the autos or whatever means of transportation they use to get into the area. We have gotten the tag numbers of some cars and they are being looked into. Lookout information on the sellers, For instance the guy on the bike seems to be the look out or the runner for the operation. What type of bike and is it the same guy all the time? Information like this will assist use in eradicating this problem.

I just spoke with my neighbor who told me he saw the younger of the two fellows with dreds that are members of the 18th and Monroe Crew buy blunts at the Argyle late Thursday (24th) night. He noticed that the guy got a substantial amount of cash (he estimated around 3k by the size of the wad and that they looked like big bills) out of a zipper pocket in the lower leg of his pants.
I thought this might be useful information as to where cash and or drugs might be. The same neighbor observed this person hailing cars and circling the block on bike during the evening. |
