Why are there ads on the ANC web site?

As I was browsing the ANC web site, I clicked on "the library" and "FAQ" and all I found were ads (sponsored links).

It seems odd to me that a governmental entity would have ads on its web site.

Is the ANC getting revenue from this? Seems odd to me.

I don't know what ANC site you're referring to. Ours has neither "library" nor "FAQ", and no ads.
