A short (I hope) meeting of the ANC will take place on Friday, February 24, 7:00 pm, La Casa, to deal with a few urgent matters that cannot wait until the regular March meeting:
ANC annual budget (Rich)
Purchase of projector and laptop (to project resolutions during debate, so the audience can better follow the discussion) (Jack & Wayne)
The Comprehensive Plan (Gregg)
Rich's proposed FY2006 budget is attached here.

One item has been added to the list: a public space permit for the Argyle Convenient Store to build a wheelchair ramp into the store. The Public Space Office appears to be doing all it can to delay or prevent this ramp, for reasons unknown. They first issued the permit, as a routine matter, then revoked it, asserting that "ANC approval is necessary" prior to the issuing of such a permit. This is news to us. We were not even informed of the permit application until today, more than a month after Wayne Gleason first applied for it.
Gregg Edwards is deeply offended that I did not include his list of agenda items on the agenda for the special meeting. As I noted, this is a special meeting, which at least two commissioners will have to leave early, so it's best to keep the agenda short, limited to items that cannot wait until the regular montlhy meeting on March 7. Gregg disagrees, pronouncing my approach "an abuse of the chair".
Anyone who thinks that compiling an agenda for an upcoming ANC meeting is an easy task, isn't aware of how difficult some commissioners can be. For the record, here is Gregg's list:
1. Outreach program initiatives and technology: - Web-casting trial for meetings.
2. Staff support and coordination.
3. Agenda process guidelines.
4. Advise dDot to rehear cases when ANC resolutions not explicitly considered and given great weight, and when ANC not able to hear both sides.
5. Request to DC council on changes in legislation to support better use of ANCs.
6. Request to DC Office of Planning (DCOP) for changes in the draft comp plan and for information to better support redistricting.
7. Request to the DC council for changes in legislation for fair protection of Advisory Neighborhood Commissioners when operating within their role - security in their information for non-related issues, security in public discussion against frivolous law-suites, security against physical attacks or harassment.
8. Request to DC council on changes in legislation to support better use of resources for policing, fire, emergency response.
9. Request to the DC Council, the DCOP, the BZA, and the Zoning Commission for help in implementing a combination of a zoning overlay that will encourage planned unit developments that support accessible housing and a local economic enclave.
10. Request to ANC1A and the Development Corporation of Columbia Heights for collaboration on better linking our neighborhoods.
11. Request to WAMATA to improve metro safety and accessibility, including better security around the Columbia Heights metrorail station.
12. Request to dDot and WAMATA to improve long-term commercial deliveries and reduce truck traffic by adding freight trains when passenger train service would not be affected, and planning for neighborhood level hubs for freight delivery.
13. Request to dDot and DCOP to realign traffic towards the boundaries of MtP, away from narrow pedestrian streets, and to construct gateway garages which can also serve as local hubs for multi-modal transport via jitneys, short-term hire-cars, and low-impact vehicles.
Gregg is, of course, free to introduce any or all of these matters, and if there is a second, then discussion will proceed. It's not up to me.
