Jack, could you clarify "Noncitizen legal resident voting for ANC?" Do I understand this correctly as a way to allow legal residents of the United States to participate more directly in the choosing of their ANC reps, regardless of their ability to vote in federal elections?
A good and worthy goal if so, but I wonder about an implementation mechanism. |

Brody -- you have it about right -- as you know, the ANC voted in 2003 in favor of local voting rights for noncitizen legal residents. That's in District Council now, and has, I think, nil chance of approval. Now we're about to say, let's start at the very local level -- our own ANC. Let's give our Mount Pleasant legal residents the right to vote for their ANC reps, whether they have U.S. citizenship or not.
Implementation is, as you say, problematical. -- Jack |
