What about restarting the Orange Hat Patrol and patrolling that area? I'm interested in getting involved and I would hope that some of the concerned neighbors would be as well. A few neighbors and a police officer could walk the area on a regular basis- that might be at least a beginning to solving the problem. I'll even bring my video camera with me...
