The District Council (acting as the Committee of the Whole) is going down the list of ANCs, giving each of us a few minutes to say what we're up to and what our difficulties are. Our chance came Tuesday evening. My testimony is attached here.

Among other things, I complained that the law prohibits us from paying for taxi service to get Stormy Scott to and from our monthly meetings. She's sufficiently disabled that she can't walk the distance, and the city service that provides transportation for the disabled is very unreliable. David Catania thought that this was plainly unreasonable, and pressed Gottlieb Simon to get a legal confirmation that this was the case; if so, he'll propose a change to the law.

If the provision of transporation funds for ANC members is to be approved, I believe:
- the requirements for qualificaiton must be explicit (and other options must be first throughly tried)
- the canidate, when running for eleciton or re-election, must state if the need exists, that way the voters can decide whether this is a way they want their tax $ spent. This way the voters decide.
- I have not researched it, but I doubt that other governmental bodies utilize funds in this way (school boards, council members, congress, etc).
