My name is Phil Greiner and I am running for Advisory Neighborhood Commissioner in 1D04, currently held by Gregg Edwards. I am an individual who is very committed and interested in civil society and economic development and hope I can bring my background and skills to the ANC if elected.

I lived in Mt. Pleasant since 2005 on the corner of Lamont Street and Mt. Pleasant Street. After I received my Bachelors of Science degree in Business Administration from American University, I was a Peace Corps Volunteer in the Republic of Kazakhstan from 2000 through 2003. While there I worked for an organization that facilitated broad-based citizen discussion and participation in communities to prevent conflict. I also volunteered additional time at a local orphanage helping to raise needed funds for toys.

Upon returning, I worked for four years as the Administrative Officer for the Peace Corps Mid-Atlantic Recruiting Office managing the budget and
administrative functions of the office. I am currently a full-time graduate student at American University pursuing a dual degree program (Masters of Business Administration and Masters of Science in International Development Management) which I will complete this fall. This past summer I spent three months in a rural region of South Africa working with a HIV/AIDS and gender organization to develop an income generation and capacity building program for the disadvantaged and HIV positive members of the community. In addition, I am the Vice President of the International Development Program Student Association at American University's School of International Service. I also have been a board member of Mount Pleasant Main Street (MPMS) for the past three years acting in the role of Treasurer, helping me become more familiar with the neighborhood's needs.

During my time at MPMS we have accomplished many improvements to the neighborhood which includes assisting to:
* Establish the Green Team which cleans the streets and beautify the area
* Install bike racks along the corridor
* Sponsor the movies-in-the-park series
* Create and mount "Mount Pleasant" theme lamp posts banner on Mount Pleasant Street

I am running for commissioner:
* To improve the safety, atmosphere and overall quality of life of Mount
Pleasant
* To engage the community and promote a more inclusive, productive, effective
and transparent ANC
* To encourage increased participation in neighborhood issues and events by all members and organizations of the community
* To assist in the development of the Mount Pleasant Street business corridor
* To ensure government agencies are responsive to the needs of Mount Pleasant

Examples of projects and initiatives I would promote if elected would be:
* Encouraging Mount Pleasant building owners to install sprinkler systems for the safety of all its residents
* Widening the sidewalks on Irving between 16th Street and Mt. Pleasant Street
* Creating an eco-friendly, esthetically pleasing park on the land next to 7-11
* Support the rights of tenants particularly for disadvantaged communities such as Latinos

ABOUT THE ANC*

The Advisory Neighborhood Commissions consider a wide range of policies and programs affecting their neighborhoods, including traffic, parking, recreation, street improvements, liquor licenses, zoning, economic development, police protection, sanitation and trash collection, and the District's annual budget.

In each of these areas, the intent of the ANC legislation is to ensure input from an advisory board that is made up of the residents of the neighborhoods that are directly affected by government action. The ANCs are the body of government with the closest official ties to the people in a neighborhood.

The ANCs present their positions and recommendations on issues to various District government agencies, the Executive Branch, and the Council. They also present testimony to independent agencies, boards, and commissions, usually under the rules of procedure specific to those entities. By law, the ANCs may also present their positions to Federal agencies.
