Beware of a relatively new scam at the corner of Brown & Monroe Sts. A guy parks his car (Kentucky plates 004 HJH) on the south side of Monroe St., right where Brown St. comes in), allegedly out of gas. He aggressively stops passing vehicles asking for cash to buy gas, get to Gaithersburg, etc. I have seen him do this (from my upstairs bedroom window in the 1600 block of Monroe) three times just in the past week -- as of 10.30 Monday, 12/24,, he was at it again.

Is this the kind of thing the Police would be able to do anything about?
